Description[?]:

In order to maximise opportunities to attract multi-national companies to choose to invest in operations, or to extend their existing operation, or to relocate their base of operations, to Lodamun; furthermore, to encourage multi-national companies to operate sustainable practices in all areas of business, special terms of government levy, currently only available through International Social Corporate Responsibility Discounts to domestic companies with overseas operations, shall be made available.

BENEFITS
Upon validation they shall be eligible for appropriately scaled discounts, up to and including 100 per cent, of all levies normally imposed by the Lodamun government, for a period of six months.

For each period of five years of continuous compliance and continuous operations within Lodamun, they shall receive an additional six months of discount benefits.

COSTS AND CHARGES
Member companies which withdraw from Lodamun, or from the scheme, are subject to a surcharge equal to the discount benefits they have received within the past five years.

Companies signing up for the International Sustainable Industries Scheme shall bear the cost of validation and on-going monitoring procedures.

TERMS
Foreign companies applying for membership of the ISIS must pledge commitment throughout their world operations to:

1. The right to freedom of association
2. The elimination of child labour
3. The elimination of forced labour
4. The elimination of compulsory labour
5. The elimination of discrimination in employment
6. The sustainable use and management of natural resources
7. Minimal levels of environmental degradation
8. Pollution control and clean-up procedures
9. The non-proliferation of chemical, biological, nuclear, ballistic or personal weaponry.
10. Support and respect the protection of human rights and to ensure they are not complicit in human rights abuses.

To achieve ISIS discounts companies must demonstrate that their operations provide:

a. Fair wage levels
b. Safe working conditions
c. Adherence to the 10 pledge commitments

ASSOCIATED LEGISLATION
The ISIS is specifically subject to the following associated Acts:

1. Foreign Investment Law
2. International Corporate Social Responsibility

DEFINITIONS

I. “Demonstration of compliance” includes companies being open to monitoring by international non-governmental organisations compiling reports for government attention.

ii. The term “safe working practices” shall be defined as being in accordance with the domestic laws of Lodamun.

iii. “Fair wage levels” shall be defined as Lodamun equivalence calculated against the local cost of living in the relevant country.

iv. “Sustainable use” includes minimising waste during extraction, processing and distribution.

v. “Pollution control” is defined as capable of returning to conditions prior to development within a period of 12 months.

vi. “Human rights” as defined by the domestic laws of Lodamun.

MessageThis is an excellent bill regarding foreign investors in Lodamun. The CCF would hope that a number of multinational corporations would choose Lodamun as thier base under this law, and we woujdl even be agreeable to offering a five-year initial tax holiday to companies that do so under the conditions stated.

On the broader question of foreign investment in Lodamun's economy, we do have concerns that the government should not permit ownership of strategic industries to fall into foreign hands. We would prefer direct foreign ownership of Lodamunian industries to be banned altogether. At a minumim, we suggest a clause stating that foreign firms will not be permitted to gain majority ownership of strategic industries.

MessageVery good piece of legislation you have there.

We are with our colleagues in the CCF with respect to not allowing foreign corporations to gain a monopoly over particular industries. We are on the other hand, opposed to any sort of tax 'holiday'.

MessageWe believe the CCF's comment regarding strategic industries is extremely relevant. We're in discussions about how to implement it appropriately and will not bring this bill to vote until it's resolved.

Regarding the CNT/AFL's concerns about a "tax holiday": In most cases this is inward investment, so we would not be receiving revenues prior to the agreement. In the cases of expansion, it is like the government collecting the tax and then funding employment schemes, urban renewal etc.

By not collecting money which we weren't owed (ie these companies weren't even here) we could find Lodamun becomes a world centre of excellence for sustainable production, environmental care and pollution management.

MessageFollowing discussions with our colleagues in the Albert Party, the CCF will be drafting a bill to govern foreign investment. We continue to support this bill as a useful countpart to the ethical investment legislation already passed by parliament.
