“I present the following budget to the legislature for approval. I ask that legislatures bare in mind several dramatic changes to the national political structures and spending allocations that were made by this house during the last parliamentary session that need to be taken into account. I also ask that legislatures take into account the unusually large structural deficit left by years of anarchist rule.

Overall a saving of just over 140bn DR has been accounted for, as I will breakdown momentarily. This represents 56% of the total structural deficit valued at just over 250bn DR overall. The Government’s intention is to then take the remaining minority figure of just over 109bn DR from changes to various revenue-raising systems.

I have taken 1bn DR from the Kanselier/Kanzler’s Office for the selling off of one of the former estates that has been reallocated as an estate for the Alborsch/Albor. I anticipate that the separate budget for the Head of State in that capacity shall account for the maintenance of that estate valued by experts at 1bn DR.

I have taken 2bn DR from the Foreign Office to account for the closing of our permanent embassies to Beluzia and Mordusia, Solentia as well as other "extremist" Ahmadi or Anarchist states as designated by the Foreign Secretary. These embassies will have their staff reallocated where possible however removal of upkeep on embassies, their security arrangements, administrative costs and travel costs account for as much as 2bn DR.

In the Internal Affairs Office I have taken into account various efforts to establish a national police force that have failed. This responsibility has left a bloated budget with no police force to fund. I have therefore stripped this office of that budget and left them with a skeleton administrative staff to run the civil service from the capital and a select few regional offices valued at 1bn per State and 1bn for the capital HQ.

In the Finance Department I have allocated an additional 2bn DR to put into action required statutory changes made to the national economic establishments mandated by the Core Economic Strategy Act passed during the last parliament.
In the Defence Ministry I have allocated an additional 1bn DR to take into account both statutory requirements mandated by the Core Security Strategy Act passed by the last parliament and the expected passing of the Military Bill currently in-vote.

In the Justice Department I have again taken into account a lack of public prosecutions due to the absence of a national police force. I have left a basic administrative budget of 6n DR under the same formulae as I explained earlier alongside an additional 10bn DR reserve fund for the maintenance of judicial access grants, legal advice for the Government and the maintenance of currently incarcerated prisoners.

In the Transport and Infrastructure Department I have released 686m DR for the statutory provisions made by the Core Housing Act that establish contracts with private industries for the building of public housing. I anticipate this figure going down year on year.
In both Health and Education, I have allocated an additional 5bn DR to account for statutory requirements made by the Core Healthcare and Education Acts respectively.

In the Science Department, I have accounted for a 2bn DR investment package designed to boost competition and industrial development. It is the hope of the Government that this shall equate to increased in revenue raised through corporation tax over the coming period.

I have released 17bn DR from the Agriculture Department which represents 11bn DR to account for new fishing and whaling quotas restricting Government activity in these sectors according to the now-statutory Maritime Protections Act but also 6bn Dr according to the now familiar formulae to account for local control over these administrative areas.

Similarly in the Environment Office 6bn DR has been taken to account for a dramatic cut in tourism due to a lack of police force and treats of terrorism from other nations. A further 6bn DR has been taken to account for changes to whaling regulations and their administration by local government.

Finally, a statutorily-mandated amount of 975m DR has been granted according to the Core Economic Strategy Act.

I therefore commit this initial budget to the House for approval and hope that once it is passed, the Government can set to work in identifying that additional 109bn DR saving required to make our deficit-breaking targets.”
