IMPERIAL GOVERNMENT ACT OF THE REICHSVERSAMMLUNG OF HULSTRIA-MIKUNI BE IT ENACTED by Their Imperial Majesties, Franz VIII of Hulstria and Chinatsu of Mikuni, by and with the advice and consent of the Imperial Diet and Imperial Courts, having observed the Constitutional rights of the Länderrat, assembled in the Reichsversammlung, as follows: - 1) Appointment of Ministers (1) Montofoto-Byudenra William is herein confirmed as Their Imperial Majesties' Staatsminister of Hulstria-Mikuni under the Constitution; (2) Ministerial appointments may be made by the Staatsminister with Their Imperial Majesties' consent for this term of the Reichsversammlung. 2) Imperial Government (1) Their Imperial Majesties' Government is hereby restored and shall consist of the Staatsminister and Ministers. (2) In full accountability to and maintaining the confidence of the Imperial Diet, the Imperial Government shall administer the territories in the name of the Crowns of Hulstria-Mikuni. 3) Imperial Civil Service (1) The Civil Service shall not be based on political patronage but on merit; it shall be politically neutral, respecting the rights of all citizens and be accountable to the Imperial Government and the Imperial Diet. (2) On appointment, a Civil Servant shall swear or affirm allegiance to the Crowns and pledge to uphold the law independent of any political or personal interest. 4) The Reichsversammlung (1) The Reichsversammlung shall consist of the Imperial Diet and Länderrat as established under the Law of the United Imperial Crownlands, as well as restored Imperial Courts consisting of nobles appointed to that position for terms of five years by Their Imperial Majesties upon advice of the Imperial Diet and the Imperial Government. (2) The rights of each House shall be those traditionally attributed under previous law. |
