| By a 2/3rds majority, BE IN ENACTED that all powers of Foreign Relations, Head of Government, Head of State, Supreme Commander of the Hobrazian Armed Forces, and any other power to ensure domestic tranquility, that has not already been given to the local governments, shall be vested in Dimitri Sikofski to ensure that any conflict that would require a national assembly may be handled with efficiency. |
