| INTELLIGENCE 1.) This Bill establishes the Hutorian Security and Intelligence Service, hereafter known as HSIS. 2.) HSIS will be Hutori's Foreign Intelligence Service and will exclusively work overseas. HSIS will not have the authority to work on Hutorian soil. 3.) HSIS will be lead by a Director appointed by the Prime Minister as advised by the Minister of Foreign Affairs 4.) This Bill established the Hutorian Security Establishment for Communications hereafter known as HSEC. 5.) HSEC will be responsible for all non-human intelligence, sources in Hutori and will be primarily a Counter-Intelligence Agency to be used exclusively on Hutorian Soil. 6.) HSEC will be headed by a Director appointed by the Prime Minister as advised by the Minister of Science and Technology and Minister of Internal Affairs. 7.) Any and all details relating to HSIS and HSEC including but not limited to, material, personal, budgets, facilities (etc) will be considered Classified. LAW ENFORCEMENT 8.) The federal Law Enforcement Agency in Hutori will be known as the Hutorian Federal Police Service here after known as HPFS. 9.) HFPS will be headed by a Commissioner appointed by the Prime Minister as advised by the Minister of Internal Affairs and Minister of Justice. 10.) HFPS will be the highest law enforcement agency in Hutori and will have final and ultimate judicial authority over all criminal cases relating to breaches of Federal Law or breach of Law involving more then one Province. 11.) HFPS will draw it's budget from the Ministries of Justice and Internal Affairs |
