Description[?]:

Article I.) The Living Income Benefit Program will be discontinued.
Article II.) In Its place the Ministry of Health and Social Services will established the Unemployment Assisstance Program.
Article.III.) This Program will aid those who are recently unemployed by guaranteeing an income for them for one month, for every one year of employment, for a period no greater then twelve (12) months.
Article IV.) This income will be the equivalent of 70% of their gross monthly income, or the average monthly income for a worker of Hutori working full time, which ever is greater.
Article V.) Applicants must work for a minimum of three (3) months to be eligible to receive the Unemployment Assistance Credit.
Article VI.) The Unemployment Assistance Program will be funded and overseen by the Ministry of Health and Social Services.
Article VII.) Audits of this Program and expenditures may be requested by the Ministry of Finance or House of Parliament at any time.

We're afraid we cannot support this proposal. We believe that there may be some valid reasons as to why some people are unemployed, we believe we should take things by a more case by case basis as opposed to making things harder for people. We feel this also scrutinises people who can't at all find a job.

Allow me to make this more clear. We are formally requesting the Right Honourable Minister of Health and Social Services release the information of how much the Ministry of Health and Social Services gives to each citizen under this program or else we will request the Right Honourable Minister of Finance perform an audit to get that information. It is the right of the Hutorian Taxpayer to know how much money its government is spending on government handouts.

MessageTo begin to answer the question we have utilised the following figures;

GDP per Capita is 22,169 HLR.
31.3% of GDP is spent by the government
22.4% of government spending is spent on Health and Social Services, representing 7% of GDP or 155 Billion HLR.

- Jobseekers allowance pays 67.73HLR a week, or 3,521.79 HLR in a 52 week period or 15.88% of GDP per Capita.

- In terms of employment, approx. 61% of the population constitute the workforce, and looking through the regions employment figures approx. 7% of the workforce are unemployed, which is approx. 4.2 million unemployed.

- 4.2 million unemployed multiplied by the approx. annual income that could be received by those on jobseekers allowance (3,521.79 HLR) is equivalent to 14,791,518,000 HLR.

- Therefore 9.54% of the Health and Social Services budget is spent on benefits for the unemployed. However, this figure is based on a approximate estimate of the number of unemployed in Hutori and an assumption that all unemployed claim the benefit, both of which maybe be inaccurate positions to take.

- Ironically the 70% of gross monthly income outlined in this proposal would represent approx. 1,293.19 HLR. (where gross monthly income equals GDP per Capita/12 months, or 1,847.42 HLR), therefore a 12 month programme would equal 15,518.3, or nearly 5 times more benefit payment than the current jobseekers allowance would provide. In supporting 4.2 million people this would potentially be a lot more expensive than the current system.

- Looking into the figures, our welfare system is significantly underfunded compared to what we are supposedly providing (free healthcare, education and "generous" welfare).

ooc: Right. In looking at this it needs to be recognised that this is very arbitrary and to an extent these figures are plucked from thin air.

I have utilised the United Kingdoms job seekers allowance which is $101.59 a week. UK GDP per Capita is $41,787, Government spending as a proportion of GDP is 41%, and the UK Health and Welfare budgets take up 32.7% of government spending, or 10.7% of GDP.

As it is difficult to workout the exchange rate between the Hutori Lira and the US$, I have compared the proportion of the GDP spent on Health and Welfare/Social Services to get an approximate figure for jobseekers allowance in Hutori (ie 7/10.5 * $101.59 = 67.72 HLR).

In looking at the figures and the current Hutori spending budget, there is no way on Terra we could afford our welfare system on 31% government spending.

We are strongly opposed to this measure! If anything we should move to a citizen's dividend where all citizens of Hutori receive a fixed sum of money every 2 weeks from the state. This way we would both see more consumption in the economy as well as effectively end homelessness and crime related to extreme poverty.

Could the Liberal League explain where the state would get the money for such a program? Even if we only paid 100 HLR every two weeks, which wouldnt be enough to suport anyone nor end homelessness or poverty such a system would cost 7.5 billion HLR every two weeks... or 157.5 BILLION every fiscal year... in affect our ENTIRE HSS budget and then some. At which point we couodnt fun your vaunted Universal Child Benefit Program or the Public Health Care system... as it is we arent even sure how we are able to afford it now.
