The federal government should not mandate that which each particular Prefecture may not want. If we have the option to leave a matter of internal policy to the Prefects, it is our duty to the people of our nation to do so. Mandating blanket policy where it is possible to let the people choose for themselves is to hamper the freedom of our citizens.
