This Act has two goals which are intertwined :

It aims to enforce the stricter standards in the way our government releases its information. Only national security will now be a reason to delay of 25 more years the release of information. Those delays will have to be decided by the Cabinet.

On the other hand, the current legislation doesn't work, because it encourages duplicity in the way information are obtained by the government in order to accuse people of wrong doing. By allowing the judiciary to open letters and emails in extreme situations, and only in an extremely careful way part of a criminal investigation, we protect confidentiality for the majority of our citizens.
