MessageCerfew policy was determined by the text of the original bill, to wit:

Local Curfew Act (2129)
In an effort to allow local governments to better be able to handle disaster situations in which dangerous conditions may exist for citizens, as well as to locally allow for countermeasures to youth crime, we propose that local governments be able to impose curfews for these reasons alone at their discrescion.

Lawful curfews will fall within the following restrictions. These restrictions are to protect the civil liberties of the populace and prevent abuse of the use of curfews.

A) For the purpose of this document, a 'General Curfew' is any curfew put in place in a province/county/shire/municipality that has been declared a disaster area or is under an approved state of emergency by the federal government.
B) For the purpose of this document, a 'Youth Curfew' is any curfew imposed outside of the requirements for a General Curfew.

1) No curfew may be imposed during daylight hours. The longest a curfew may be is dusk to dawn.
2) No Youth Curfew may start before 9pm, nor end after 5am.
3) No General Curfew may be declared unless the province/county/shire/municipality has been declared a disaster area or approved state of emergency by the federal government.
4) No Youth Curfew shall apply to adults as defined by law.
5) Minors under the direct supervision of a parent or guardian are not subject to enforcement of a Youth Curfew.
