Given the wording if the proposed legislation it is difficult to determine whether or not this represents an improvement or reduction in the minimum wage.

We will point out for sake of fairness to our colleagues in the HNA, this is exactly why we make specific riders and articles within the Bill itself so that there is never any vagueness. However based on a cursory glance this would lower the minimum wage.
