The High King is above the nobility, as he is head of state. According to the law, the High Kingship is still hereditary.

Life peerages diminish the meaning of nobility, as nobles are required to act in specific ways, meaning nobles under a life peerage system would be less likely to encourage nobles to raise their children to act nobly.
