Preamble
We, the citizens of the Democratic Republic of Aloria, do herby amend and adopt this constitution for the Republic of Aloria.
Article 1 (Republic of Aloria)
Aloria is a sovereign and Democratic nation, and the sovereign power belongs to the people of Aloria. The sovereign power shall be exercised as proclaimed in this constitution. Aloria shall be structured as a Semi-Presidential system, with a unicameral parliament and an elected Head of State. The National flag the official symbol of the Republic of Aloria and shall be adopted by 2/3 of the legislature in accordance with the procedure stated in Article 3. The constitution, unless amended, is the supreme law of Aloria.

Article 2(Legislative Body)
There shall be a Unicameral Federal Congress, called the Senate, in which all national legislatorial officials shall reside. The Senate shall decide the laws of the land and dictate which is right or wrong in the Republic of Aloria.

Article 3(Legislative Process) All political parties shall have the right to propose Bills. A Bill shall be passed by a simple majority of the members of the Senate present and voting, except in cases where the Constitution provides otherwise. A Bill shall lapse from voting should an election intervene, in which case it shall be returned to the Senate for debate. The Senate shall have sole power over the passage of bills dealing with early elections, budgets, taxation, spending, treaty ratification and the confirmation of appointments. Furthermore, any bill dealing with declaring war must be passed with 2/3 votes in Congress and signed by the President, Prime Minister and Secretary of Defense. Only 2 are required to sign to go into effect.

Article 4(Executive Branch)
The Executive Branch is invested in the President and the Cabinet. The Head of State is invested solely in the President. The Head of Government is shared between the President and Prime Minister. The international representative of the Republic of Aloria is the President. Most executive actions may be overruled by the Senate as stated in article 5.

Article 5(President)
The President shall be the Head of State and shared Head of Government of Republic of Aloria. He shall represent the Nation home and abroad, guarantee its independence and see to it that this Constitution is observed. The President shall be elected for a term of office of 36 months in accordance with the procedure set out in this Article and subject to the provisions of the sections 1 and 3 of Article 11. The President shall be elected using a one round system, unless a party does not reach 50% of the votes, in which case the biggest two parties do a final election. Each party shall have the right to register one candidate for elections for the office of President.

Article 6(Prime Minister)
The Prime Minister shall be the Shared Head of Government of the Republic of Aloira. He shall represent the nation at home and abroad, guarantee its independence, and see to it that this Constitution is observed. The Prime Minister shall be nominated by the President with the rest of the cabinet, but shall not be elected. The Prime Minister is only second to the President. If the President is unable to fulfill his duty the Prime Minister becomes acting President and inherits all powers of a regular elected President.

Article 7(Cabinet)
The Cabinet shall aid the President and Prime Minister but, will not conduct the major policy of the Government. The Cabinet shall not exercise the major executive power and conduct the policy of the Government; that power shall be reserved for the President and Prime Minister. The Cabinet shall consist of 10 members. Each member shall direct an administrative department and is responsible for the tasks and functions entrusted to his or her department. The Prime Minister shall represent the Cabinet and the Government both at home and abroad. He shall chair the Cabinet and shall be responsible for the conduct of public business and the general government policy. The cabinet and Prime Minister is nominated by the President and approved by Senate.

Article 8 (Executive Powers of the President and Prime Minister)
The President shall have the following powers:
A.)Shall be the only person who may nominate a cabinet
B.)The President may declare a State of Emergency.
C.) The President may order troops on Aloria soil, but any deceleration of war must pass through congress
D.) The President may dismiss any Ministers of their own political party if they believe they have failed at their job.
E.) May request a declaration of war
F.) Have the power to order any Minister to review their department

Powers of the Prime Minister:
A.)May propose a visit to another country or invite a country to Aloria.
B.)May request a declaration of war
C.)Has the power to order any Minister to review their department

Article 8(Judicial Branch)
The judicial authority shall be vested in a 2-tiered court system; state and federal. These courts shall have absolute power to ensure enforcement of the laws and constitution of the Aloria. The highest court in Aloria shall be the Supreme Court of the Republic of Aloria. It has the authority to declare laws unconstitutional through the power of Judicial Review.

Article 9(Political Parties)

Political parties shall ensure that the will of the people prevails and, for this purpose, shall represent their voters in Senate. A political party shall be registered in accordance with the national laws may be dissolved in cases of inactivity. Representation in Congress shall be determined through a general election in which all political parties may participate in accordance with the provisions of Article 11. The opposition parties shall play a constructive role to ensure that the government and the ruling parties function in accordance with the provisions of this Constitution, provide good governance, and strive to promote national interest and fulfill the aspirations of the people. Their aim must be to make the Government responsible, accountable and transparent. The opposition parties shall have the right to oppose the elected Government and to question the Government’s conduct of public business.

Article 10(States and Local Governments)
The country of Aloria is comprised of 5 states. The national territory and the international territorial boundary of the Aloria is inviolable. New states, federal districts or territories shall be admitted through the ratification of a bill that must be passed with 2/3 majority in the Senate. The nation shall be bound to its boundaries and will not seek any foreign land unless there is mutual agreement on both sides.
Certain powers may be devolved to the Local Governments by Congress in accordance with the procedures set out in Article 3. Local governments will be able to have a Governor, their own unicameral legislature and state supreme court.

Article 11(Elections)
Under this Constitution, the general will of the people shall be the basis of government and it shall be expressed through periodic elections in which all political parties shall have the right to participate. The method used to determine the number of seats each party receives in Congress shall be laid down by law in accordance with the provisions of Article 3. All political parties shall have the right to call for an early election at any time. A call for early elections shall require the vote of a majority of the total number of members in the Senate in order to pass. Elections shall be scheduled upon the passage of such call for early elections.
The President and Prime Minister shall begin their term on the 1st of the month after elections, after the commencement of the Oath of Office. Senate shall begin and end their term on 1st of the month after elections, after the administration of their own oath. Governors and Mayors shall begin and end their terms on January 1st and last two years. States shall have the option of administering an oath or not.

Article 12(Amendments)
Subject to the provisions of Article 3, Congress shall have the power to amend this Constitution. Amendments shall require a vote of two-thirds of members of Congress in order to pass and may only apply to certain areas of this constitution. New states or districts admitted to the nation shall have to ratify the Constitution; however any non-provincial territories gained shall not have to ratify the Constitution.
