This bill is created in order to protect the Jakanian culture from radical and unrealistic changes, in conformity to game rules (cf. http://forum.particracy.net/viewtopic.php?f=5&t=4374

BRIEF PRE-GAME HISTORY

The cultural identity of Jakania is primarily an Arab based nation with characteristics of instability as found in many Arab nations. BRIEF CULTURAL OVERVIEW
Traditionally there have been two competing ethnic groups in Jakania: Majatran (http://particracy.wikia.com/wiki/Majatrans) and Turjaks (http://particracy.wikia.com/wiki/Turjak_people) which are separated in a number of ethnic and religious ways. Turjaks were once the dominant group in Jakania but as the centuries wore on, Majatrans (mainly Arab persons) migrated here and pushed Turjaks into the minority. Usually the difference in ethnic Majatrans dominate in the urban areas while rural and poorer areas still have large numbers of Turjaks that dominate local and tribal politics.
The differences are also religious as Majatrans are uniformly Ahamdi (Muslims; http://particracy.wikia.com/wiki/Ahmadism), specifically following the branch of Israism (http://particracy.wikia.com/wiki/Israism) while most Turjaks are Abadi (http://particracy.wikia.com/wiki/Abadi) with a substantial minority being a part of Hosian (Christian; http://particracy.wikia.com/wiki/Hosianism), more specifically part of the Apostolic Church of the East (http://particracy.wikia.com/wiki/Apostolic_Church_of_the_East).
However the past two hundred years have brought a large number of ethnic changes which has altered the nature of Jakanian demographics. After nearly two centuries of Luthori (http://particracy.wikia.com/wiki/Holy_Luthori_Empire) coloinzation, large numbers of expatriates and businessmen came from all over Artania to take advantage of the exploitative nature of the colonial government which was subservient. As a consequence a large number of Luthorian, Augustan and Deltarian people now live in the country and dominate upper echelon of society in business, government, military, and politics. Partnered with the Turjak minority, the groups regularly align with each other to keep the Majatran majority disenfranchised from exercising true power.
