Votes: This bill proposes to change the allocation of funds in the budget. It requires more than half of the legislature to vote yes. This bill will pass as soon as the required yes votes are in, or will be defeated if unsufficient votes are reached on the deadline.

Mr. Speaker,

I will take this time to explain the budget we have propsed, that will still keep our budget surplus, once the Luxury Tax Reform is passed.

Foreign Affairs (Modest Increase),
We believe that this moderate increase to an already extremley small Foreign Affiairs budget will increase our foreign relations and livability in other parts of Terra while putting no burden on the citizens of Luthori because of the small size of the Foreign Affairs budget.

Finance (Modest Decrease),
Considering the Finance Ministry doesn't contribute as much to our government structure as many other categories, we believe a modest decrease is in order. The only category the finance ministry would control is government industry, Luthori does not have any of that because of our free market economy, this means the finance ministry only needs funding for the oversight and regulation of the economy.

Defence (Small Increase),
We believe that increasing the defence ministry's budget will continue to help with the expansion of Luthori's interests across Terra.

Justice (Small Decrease),
Since the Justice Ministry is only responsible for the courts and the funding of prisons we believe that a small decrease is in order for the government to spending more on under-funded areas. The Justice Ministry has been over funded in recent years and we believe this will bring the correct balance.

Infrastructure and Transport (Large Increase),
Since this program was severley de-funded in the last budget proposal we believe that brining the funding in this ministry up will increase the amount of jobs available in our nation. This increase will also allow us to expand and repair our congested road and highway system.

Health and Social Services (Small Increase),
Considering this program funds both our Healthcare coverage program and all social security that the state gives out, we believe a modest increase is in order to return the budget to what it was before the decrease of 500 Million Pounds.

Science and Technology (Large Increase),
Considering this program is very important to our society as a whole we believe that it needs a large increase in funding in order to function efficiently and properly. The last budget proposal stripped funding in this category to a minimum, the amount of funding the ministry received was no where near enough to continue all the programs that are currently in place. We have to remeber that this ministry funds everything from stem cell research, to our space program subsidiaries.

Trade and Industry (Large Decrease),
Considering that this program takes up a large part of the budget when it does essentially nothing, we believe that a large decrease in funding is needed. Trade and Industry is only responsible for promoting international investment in Luthori, Labour Laws and Economic investment (Similar to the Finance Ministry), so we believe it can more than efficiently function on this new proposed budget.

MessageMr Speaker,
My party, and colleague, Harold Coster, was in charge of the finances of the last coalition government and we knew then that a vast increase in some areas were needed but the Conservatives voted against. It is good to see them now accepting these ideas. We will support this bill.

We shall not be supporting this bill, due to our belief that less spending on defense and foreign aid should remain. However we may propose another bill that increases spending to health and social services.

Choice's proposal lacks the proper budgetary reform and distribution, this bill strengthens Luthori's foreign status as a powerful nation, something Choice wishes to do, considering its foreign connections and organizations.

We want less money to be spent on social services, not more. However, as most of the Diet doesn't seem to think like that, we have to choose the lesser of two evils - and the Conservatives' proposal is the one.
