The Democratic Socialist Party (PSD) would like to propose changes in some administrative aspects of our nation. In spite of Tukarali being a democratic State in a world full of tyrants, our current political (administrative) system is not exactly a role model for other democratic nations.

For example, it's not very hard to literally ''buy'' a congressman in Tukarali. In fact, companies do it all the time, whenever they need someone to represent and defend THEIR interests. All these companies have to do is to ''sponsor'' the political campaigns of some of our congressmen... and call it a ''donation''. Therefore, we propose that all campaigns should be publicly financed, with no private ''donations''.

It sounds like a ''costly'', ''expensive'' measure to the State, but then we got to our second proposal, which might be even more controversial in this House. We propose a salary reduction to our fellow congressmen, saving some funds and contributing to a more egalitarian society. We must never forget that a congressman's work is first and foremost a representative role, not a full time job.

Finally, we need to discuss also the method of appointment of mayors. Currently, this decision is left to local governments, but we can't accept a Prefeitura acting anti-democratically or, at least, not ''very democratically''. By that we mean that every citizen must have the right to vote for mayors in local elections.

Message"The Tukarese Democratic Union could easily have accepted a reform of party funding and smaller salaries for public representatives, but we don't subscribe to the fallcy that leaving the appointment methods for mayors to local governments is in any way undemocratic. Local councils are democratically elected, and they are better placed than central government which form of administration their respective areas need. In some cases that might be a directkly elected mayor, in others a quasi-parliamentary form of mayor elected by the council might be more suitable, and in other sharing out mayoral responsibilities between the council ist best. We leave the democratic decision about this matter to the democratically elected local councils and do not impose a system from above, as the PSD intended with this bill."
