| This bill aims the creation of the Unified Healthcare System (UHS) (Baltusian: Sistema de Saúde Unificado, SSU), a public national healthcare system that ensures everyone has access to free healthcare. Furthermore, the UHS shall function under these conditions: 1- The federal government shall only destinate funds to the local governments, that are going to administrate de facto public clinics and hospitals. 2- Private healthcare does still exist, alongside the national public system. 3- If a public hospital or clinic can't assist a patient for any reasons, the patient shall be moved to a private clinic or hospital, and have all of his costs paid by the State. 4- Foreigners, residents or non-residents, shall have access to the UHS. Illegal immigrants might be deported, though, according to the laws currently in effect. PS.: The bill intends to ensure that everyone is entitled to free healthcare, no matter what local governments think about it. It's not a measure to reduce powers of Prefeituras, just a bill to ensure one of the most essential human rights. |
