I think that we need to clarify what exactly constitutes a motion of no confidence. Obviously an explicit motion (either a resolution, a cabinet proposal or an early election proposal) is a motion of no confidence. A defeat on the budget should also be taken as a want of confidence. The question that has arisen lately is whether or not a tax reform bill - which IRL would be part of the budget - should be taken as a matter of confidence. What do we think? Also, if the government loses confidence (other than if they've already called an early election or been replaced by a new cabinet), should they have an opportunity to regain confidence? For example, if the budget fails, should they be able to propose a second one and stay in office if it passes? (If they lose both votes than they should probably resign or call an election.) Finally, in relation to the principle of cabinet solidarity, should the Storting be allowed to pass no-con motions against individual ministers instead of the whole government? If yes, will the Statsminister be compelled to sack them, or is it simply taken as a slap on the wrist? (BTW, this discussion should only apply to situations going forwards. I don't want to second-guess any past decisions.) |

Message | I think that in terms of individual ministers, perhaps it should be a two strikes situation? Storting votes to say it has lost confidence, Statsminister decides what to do, but if a second vote passes they MUST sack them. As for in the event of a vote of no confidence against the government, an actual no confidence vote will result in the government resigning/calling an election immediately. If the budget fails, the process should be (roleplayed in the background of course) that the King calls everyone in, asks if the government thinks it can pass a budget (in the event the government thinks it can continue as is, it should try and pass just the current budget just to pass a budget, in the event it thinks it can actually do something it may try and pass some changes, but that could be a gamble). If the government thinks it can't pass a budget, he asks them to resign or call an election. |
