EXPLANATORY STATEMENT

Ladies and Gentlemen,

This bill seeks to strengthen civil liberties in this country.

Currently, within a state of emergency, police are allowed to disperse gatherings of people exercizing the right to petition. Only professionals are allowed to carry firearms with them; and government may involve itself with a person's records if needed for a court case.

Therefore, we conclude, that the people's petition should be preserved; that firearms should be open to those who prove a lack of mental illness or violent criminality; and that the right to remain silent must be enshrined.

The purpose of this bill is to:

- forbid police from dispersing peaceful assemblies.

- liberalize the requirements to attain firearms.

- forbid the state from interference with privacy during a criminal investigation.

These, ladies and gentlemen, are your reasons offered to adopt this bill.

PROPOSED LAW

Article I

Police and law enforcement officials must respect the right to peacefully protest, even in case of emergency. If a law enforcement official is found violating this right in his capacity as law enforcement officer (but not civilian), he will be suspended from work for a period of time as found suitable by a higher official.

Article II

Firearms may be attained by persons without a history of mental illness or violent criminality, and must be able to prove this.

Article III

During a criminal investigation, the accused reserves the right to stay silent and not give up any information; nor should the state take information from the accused by force.

Article IV

This Act shall take effect six months from the day of its passage.
