Article 1: Requirements to pass
=====================================================

As this bill amends the constitution, it will require 2/3 of the legislature to pass.

Article 2: Repeal of the Technocratic Committees
=====================================================

This bill repeals the Techocratic Comitees established in: http://classic.particracy.net/viewbill.php?billid=388917

Instead, their function will be collapsed into the new Judicary.

Article 3: Establishment of Courts
=====================================================

There will be three levels of courts: Provincial Courts, The Federal Court, and The Supreme Court.

Article 2.1: Provincial Courts:
-In all cases, the trial will begin in the Provincial Court where the crime took place.
-The Provincial Court's judges will be appointed by the Provincial Governor of the particular Province

Article 2.2: The Federal Court:
-Any Defendant can apply to have their Provincial Court trial transferred to the Federal Court.
-The case will be transferred if a majority of Governors of each Province of Lodamun vote in favour of the case being a national issue (i.e 3/5 governors vote in favour)
-The Federal Court's judges will be appointed by the Minister of Justice.

Article 2.3: The Supreme Court:
-Either the Defendant or the Prosecutor may appeal a Provincial or Federal trial result to the Minister of Justice, and to have the case heard by the Supreme Court.
-The Minister of Justice will have full discretion in their decision to approve the appeal, however they should consult with Cabinet and The President.
-The Supreme Court may also conduct inquires for The President, to provide Parliament advice on legislation as well as inquire into the operations of Ministers and their Ministries.
-The make-up of the Supreme Court is outlined in Article 3.

Article 4: Make-up of the Supreme Court

-The Supreme Court will be a nine-member committee consisting of:
The President of Lodamun
The Prime Minister of Lodamun
The Minister of Justice
The Leader of the Opposition (The leader of the largest party not in Government)
The Governor of Golavia
The Governor of Andalay
The Governor of the Shadowlands
The Governor of Norstavan
The Governor of Rapula

-The President will be the Chairperson the Supreme Court.
-The President may stand-down and nominate a Minister of Cabinet, who has relevant technical expertise, to become the Chairperson of the Supreme Court for a particular case.
The Chairperson may only cast a tie-breaker vote.

I need to know how the technocratic Committees are involved in the new judiciary.How efficient the new judiciary to solve the concerns of technocratic Committees.I would like to know answers for this question.Then i will move on to take the decisions.I hope my concerns are not an idiotic one.

The Supreme Court will takeover the functions of the Technocratic Committees. The Supreme Court will be able to be used to inquire into technical legislative issues, as well as oversee the operations of Ministries and Ministers.

We believe that this system is much more efficient as it consolidates 9 separate committees with 100 members each into a single 9 member committee. Furthermore, the make-up of the Technocratic Committees are based on the demographics of each region almost 500 years ago, which make them outdated, and in need of constant revisiting. Finally, this system will give a larger role for the Provincial Governors and Leader of the Opposition in the affairs of Lodamun, which will make our nation more democratic.

Your concerns are certainty not idiotic. This is an important issue, and its important that we debate it thoroughly.

But consolidating 9 separate committees with 100 members each into a single 9 member committee,will make the system less efficient to deal problems less precise than before,because most of the problems that troubles from the minute level of observation will be neglected or ignored,because there is less people to observe it.It also makes the system more centralised which will be ignorant to local troubles and stuffs.
