As part of an ongoing progression:

Since the abdication of his grandfather, Ashur Crucifer, Commissar of the 'Red Dawn Faction', has political leverage to introduce another collection of suggested improvements to the Likatonian political/social landscape.

"Friend Ashur" suggests movements towards centralising certain important facilities, in order to protect, and enhance, the services provided.

Ashur is something of a Social Reformer... hence the 'social' leanings of proposed legislation.

Every Likaton citizen's main task is to be active as a worker. Their private individual activities can not be conflicting to the concerns of Nation, those who don't agree with that doesn't deserve to have any benefits.

The public housing article conflicts with our policy of all Likaton citizens having full liberty in their recreational development.

MessageThe State owns and maintains all housing. It means exactly what it says. It does not impact the production of housing, except in as much as the state is the client. It doesn't impact the sale of housing, except in as much as the state is the customer.

Citizens and nationals contract with the state for residence... a covenant neither side can break for casual reasons... and then live as occupiers in state owned housing.

The idea is to charge no explicit cost to the citizen or national... since the cost of housing is implicit in taxation.
