This bill seeks to localize the ecological affairs so as to match the complex ecological realities that are different across the Federal Union. By localizing these policies and agencies, we seek to empower local governments to more effectively deal with issues of ecological governance and stewardship. This change shall also come as reduced spending for the Federal Union.
