| TITLE: AN ACT TO ESTABLISH LEGISLATIVE PROCEDURES TO ENSURE ADEQUATE DEBATE SHORT TITLE: "THE LEGISLATIVE PROCEDURES ACT" FINDINGS & PURPOSE: Whereas the nation thrives on a democracy with an informed and educated citizenry, the Senate finds that it is necessary to mandate a period of debate for each and every act prior to its submission to the floor for a vote. BE IT ENACTED BY THE SENATE: §1 - Definitions ........(a) "act" shall refer to any action by the legislature to propose a bill which seeks to enact or amend a new law or a resolution which seeks to make a statement on behalf of the legislature. ........(b) "debate" shall refer to any discussion regarding the contents of a bill. §2 - Required Public Debate. Any act of the legislature shall require at least 6 months of debate (OOC: One full day) prior to its submission to the floor for a vote. §3 - Exceptions. .......(a) Executive Orders. Executive orders, while evident that they are not legislative "acts" as defined by this law, shall not be construed as falling under this law. .......(b) Ministerial Orders. Ministerial orders, while evident that they are not legislative "acts" as defined by this law, shall not be construed as falling under this law. §4- Penalty. All acts which violate this law shall be deemed null and void. §5 - Effective Date. This law shall be effective upon passage and shall only govern those acts which are introduced after its passage. |
