Message | Mr. Speaker, You raise a valid point. However, what if a Luthorian committed a crime overseas? We would have no legal right to detain him here. If a foreign nation sought a Luthorian criminal that is residing in our borders to be brought over then it would be imperative for us to do so, especially of that foreign nation is an ally to the Empire.
