Prologue:
To keep stability in this nation, the nation of Vorona needs to establish a Upper House of Vorona. This will include party elected peers who will have the ability to create, pass or vote against bills.

Make-up:
Number of Peers: 120
100 Peers are party elected.
10 are government appointed.
10 are hereditary (religious, corporate or otherwise figures)

Elections:
When the Vorona nation elects the next legislative session, all 100 Party Peers are equal to the number of peers in the legislative house.
The government in charge will then receive an additional 10 Peers, these are entirely appointed by the government (if coalition government, then the coalition must agree on who gets the peers)
The hereditary peers are representatives from different important communities, like religious, corporate or otherwise.
