Article 1)

This bill gives the authority to the President to take action in order to eliminate threats to the Hutorian people whether foreign or domestic. Only organizations classified by this bill or subsequent addenda as 'Terrorist Organizations' maybe the target of said executive action. Executive action in the scope of this bill is defined as clandestine operations to be carried out by the HCOM (Hutorian Clandestine Operations Ministry), limited military engagement subject to the approval of the host nation and electronic surveillance.

Article 2)

Subsequent addenda maybe proposed by the Chairman of the Legislative Committee for National Security, the Defense Minster, the Minster of Justice, the Foreign Affairs Minster and the Minster of Internal Affairs. For each subsequent addenda to be approved they will require a two-thirds majority from the legislature with presidential approval. In the event of a presidential veto a three-fourths majority is required for the approval of an addenda. Removal from the watch list will require a simply majority vote from the legislature.

Article 3)

This bill upon passing immediately classifies the Telamonese political party the Chauvinistisk Parti för Telamons also know as the CPT as a terrorist organization and a threat to National security. Action to eliminate the threat with extreme prejudice within the purview of this legislation is therefore granted to the executive.

MessageWe support the initial creation of this bill but we would ask that the President be the individual to introduce the Telamonese CPT as a Terrorist Organization as well as giving power to the Justice, Internal Affairs, Foreign Affairs and Defence ministries to introduce proposals to add or remove organizations from the list.

MessageThe NDP will only support this resolution if each Terrorist Organization requires a 3/4th vote in Parliament before it is added. Any less, and we run the risk of this turning away from a public-defense bill and towards a witch hunt. We need consensus.

MessageThe executive as currently defined by Hutorian law is the President therefore that is who the power will be vested in. Now as for separating the HoS and the executive that is not the purpose of this bill and nor should it have any bearing on the success or failure of this bill. Furthermore separating the Executive and the HoS positions is ridiculous as doing so will only create a useless position where the president would only be a figurehead. The last thing we need is a position that draws a salary but, has no effect purpose.

MessageOOC: only a slight nitpick. I've never heard of HCOM before this so im assuming id a clandestine division pf Hutoris established intelligence service HSIS (Hutorian Security and Intelligence Service) which i established a few decades ago. If HCOM does exist i wouldn't admit it within a bill. Id give Official Capacity for surveillance and such to HSIS or HSEC (Hutorian Security Establishment for Communications) ie ElectInt who would then Han ofg duty to their own Clandestine branches and divisions for the actual grunt work. If this is However the establishment of such a Ministry id propose that you add it into the Bil itself along with its leadership (Minister/Director/Executive) and how they are decided

MessageRespectfully minster a two-thirds majority is already a super majority although, we would be willing to compromise by adding the following:
"A two-thirds majority with presidential approval is required for the passing of an addenda to this bill. In the event of a Presidential veto a three-fourths majority is required for the approval of an addenda."

OOC: The HCOM was established over 200 years ago as part of Hutori's original intelligence service the HIA. It was created by myself and the other active parties at the time. It's existence is known by the public yet it's exact purpose, the extent of it's abilities and it's mission are not known to the public. Although the public has done it's fair share of speculating.

MessageOOC: wasn't actually aware of that lol... one of those things that got buried. HIA was replaced by HSIS in June 3893 under the auspices of Bill C-9. One would assume then HCOM was simply absorbed into HSIS and either simply given a new overhead of the parent intelligence agency or renamed. Regardless that still works fine. FP if you want to PM me i want to go over Militsry, Security and Intelligence stuff with yiu as you and i seem to be the ones most interested in that line of RP

This is not a declaration of war against Telamon, this is about correctly classifing your organization and others as threats to Hutorian National Security. Furthermore if you had actually taken the time to read the proposal you would know that military action is at the behest of the host nation. Therefore unless your own government approves it there will be no action taken against your party in Telamon. However, that is not the case abroad. Abroad your party upon this bill's passing is an enemy of our state and will be treated as such.

MessageA note to our Honourable Colleagues from the Federalist Party. The CPT in Telamon has since fallen. I would suggest going forward with the continued action to add the party to the Terrorist Watchlist even in spite of yhis to reinforce Hutori will not accept bullies threatening Hutorian interests.
