As we promised the People, our highest priority is the succesful establishment and implementation of a Truth and Reconciliation Commission. We emphasize that the Truth and Reconciliation Commission applies not merely to Fascists who have committed crimes against Sekowo under the most recent regime, but also includes Communists and the Kamist Theocrats who came before, and enforced their own brands of Tyranny upon Sekowo. We also recognize that most of the crimes of the most recent regime were primarily committed in its early years, in response to the previous Communist government - and that Miyamoto Takimoto sought to reform the government and allowed for a transition to true Democracy in recent years. The Commission stands against all violations of human and civil rights, for all Sekowans.

We shall follow the succesful precedent of the Beluzia in this matter:

The Government proposes a blanket amnesty be granted to those who have committed acts of treason, sedition or other actions against the State, on or before July 3947, should they wish to accept personal responsibility for their actions before the Truth and Reconciliation Commission.

The Commission will consist of an equal number of members from each party currently seated in Parliament. The Commission shall issue a report on its findings, detailing plainly what actually happened under all of Sekowo's recent dictatorial regimes.

Those who are arrested for such criminal activities, during to course of a judicial investigation, who have not appeared before the Commission, shall continue to be liable for their actions under the law.
