Bill: Kodonomincs
Details
Submitted by[?]: Yoko Kake Meguppātī
Status[?]: passed
Votes: This bill proposes to change the allocation of funds in the budget. It requires more than half of the legislature to vote yes. This bill will not pass any sooner than the deadline.
Voting deadline: May 3948
Description[?]:
Kodos Fairname, leader of the Yoko Kake Meguppātī proposes the institution of broad economic reforms, to be implemented by minister of finance. These reforms are collectively known as "Kodonomics." The government budget shall be roughly 40% of GDP, (OOC: with a division between departments that is intended to be roughly realistic based on Japanese and US budgets, but with an emphasis on Health/Social Services/Education/Science and Technology/Infrastructure). Due to the high unemployment, low inflation, and stagnating economy that resulted from the Fascist government's contractionary fiscal policy, for the time being we judge that a budget deficit of about 10% of GDP is warranted, in order to stimulate the economy and spur recovery. We shall introduce tax reforms with the aim of setting taxes at about 30% of GDP. As the economy recovers, taxes will naturally increase somewhat - and then it will be necessary to revise budgetary policy with an eye towards maintaining a budget suited towards the present level of unemployment and inflation. |

Message | It is good to see that the budget of Infrastructure and Transport, Health and Social Services, Education and Culture, Science and Technology, Food and Agriculture, Environment and Tourism and Trade and Industry increased. However, we sent our concerned that the total budget increased a lot but the taxes is decreased to zero. That may cause the income can't cover outlay. Therefore, we need Yoko Kake Meguppati to have a proposal that can prevent this situation or we vote abstain. |

Message | Although we are proposing the elimination of corporate taxes and sales taxes on essential goods, there is still an income tax and a tax on luxury goods. We have proposed an increase in income taxes in a seperate bill. However, the purpose of Kodonomics is precisely to run a budget deficit of about 10% of GDP for the time being, in order to increase the availability of safe assets (government bonds) to the private sector and to stimulate aggregate demand. |
