The government can fund them and support them, but it should not play the primary role.

It was the government that used aircraft first to spy and bomb other countries. It was private companies that made it a commercial success and important part of daily living.

It was government that used nuclear power to build atomic bombs. It was private energy consortiums that developed energy generation uses.

The same thing can be seen with computers and all sorts of other modern technologies.

While it is undeniable that government funding is sometimes needed to promote the sciences, the government should only support, not govern, research.
