Whereas the Velocipede Innovation Act was adopted in 3620 by this house;
Whereas the Velocipede Innovation Act vastly expanded cyclist infrastructure and greatly augmented the number of people who commute on bicycles;
Whereas urban communities have greatly changed since 3620;
This house moves to reaffirm the following provisions:

Preamble
Recognizing a need to encourage enivronmentally sustainable and reduce local vehicular congestion,
Recognizing a need to couple transportation with an active lifestyle,
and further recognizing a need for a national velocipede transportation strategy,
This Government introduces this Velocipede Innovation Act (VIA).

Article 1
The federal government of Rutania shall coordinate closely with provincial and municipal governments to create networks of designate bicycle lanes and paths. Funding for such projects will be funded through multi-level funding from all governments involved; the federal capital contribution shall be made out of the regular Infrastructure and Transportation budget.

Article 2
The federal government shall work with provincial and municipal governments to ensure adequate amenities exist, including bicycle parking and a supported local industry.

Article 3
The federal government, through the Ministry of Infrastructure and Transporation, will establish association with Bicycle Cooperatives and Repair to ensure local access to affordable bicycles and bicycle repair. The Ministry of Infrastructure will work with industry partners to thus reduce the cost of production and servicing.

Article 4
Ministry of Infrastructure and Transporation shall have within its authority the power to establish independent Bicycle Cooperatives in regions which lack such access.
