An act to withdraw Rutania from treaty obligations with the International Terran Bank. ITB treaties place limits on the extent to which the Rutanian Government can pursue an active industrial policy, e.g. nationalisation of industry.

This will bring Rutania into line with most countries, who are not bound this way, and will allow Rutania to pursue a fully independent industrial policy in accordance with the wishes of her people.
