To ensure that the Health Authority have an adequate amount of organs for transplant then organ donation should be automatic unless the individual has stated otherwise. This could be in the form of a card that he or his next-of-kin hold, could be stated on their ID cards, a letter abount his person at the time stating that he does not want to donate his organs or at least not all of his organs it could even be that the nation starts a national database of names who consent and who do not consent to having their organs taken in death, this information could be collected whenever a census is taken (could be changed between census times by filling in a form and handing it in at local post-office/council office). |

Message | Plus a severely handicapped persons organs would probobly not be allowed to be used in the organ donation screen and of course there would be other rules against using the organs of those who are not mentally competent to make the choice of whether they want to donate organs or not. |
