OOC: The RP created Ministry of Economic Cooperation and Development draws from the Ministry of Finance's budget, the RP created Ministry of Mass Communications and Telecommunications is split from Trade and Industry and Science and Technology.

Doing some major foreign affairs work and we have the surplus, so the moneys can be used!
