LIBEL AND SLANDER RESOLUTION OF 3960

June 3960

To define libel and slander and reform laws regarding criticism of the monarch of the Holy Luthori Empire, the sovereign and head of state of Luthori, and to protect and secure the dignity of His Majesty Emperor Gustavus IV and his descendants.

Whereas the current laws regarding libel and slander are not clear;
Whereas we believe it is essential to protect the sovereign and head of state of the Holy Luthori Empire from damaging and questionable criticism and defamation;
Now, therefore, be it

Resolved by the Imperial Diet of the Holy Luthori Empire

SECTION 1. DEFINING LIBEL AND SLANDER.

(a) Libel.--Libel is a method of defamation expressed by print, writing, pictures, signs, effigies, or any communication embodied in physical form that is injurious to a person's reputation, exposes a person to public hatred, contempt or ridicule, or injures a person in his/her business or profession.

(b) Slander.--A false statement, usually made orally, which defames another person. Unlike libel, damages from slander are not presumed and must be proven by the party suing.

SEC 2. THE MONARCH.

(a) Criticism.--Criticizing the monarch of the Holy Luthori Empire by libel and slander as defined under Section 1 shall be deemed a misdemeanor.

(b) Treason.--Speaking, advocating, petitioning, assembling, rioting, protesting, or attempting to remove the monarch of the Holy Luthori Empire and overthrow the House of Adlerberg-Villayn in any way shall be deemed treason.

I will support this law as I believe that our Emperor is a national sign and because Luthori is a "Holy Empire", which cannot function at all without a respected by his subjects Emperor!

I assure you that it takes some effort to commit libel and slander, and that all perpetrators are given due process in court. It is highly unlikely any perpetrator of libel and slander to another common citizen will be given a sentence more serious than a fine or other financial compensation.

There are already libel and slander laws in effect.

It's already an offence to propose the abolition of the monarchy in the Imperial Diet. However, the idea that any type of discussion
or speech about the monarchy can now be considered treason is preposterous. We will challenge this new law everyday in
the imperial diet by opening a discussion on the topic of the monarchy. We challenge Mr. Buckley and his crony Mr. May themselves
to arrest anyone. Of course, this new law can't be enforced.

I would like to remind the Imperial Diet that my party supports the monarchy. But, we also defend the right for any individual
to speak against it.

I am willing to amend this resolution to allow people to speak against the monarchy, but I will not allow any political party to attempt to remove or delegitimize the monarchy through the power of the Imperial Diet.

MessageMr. Speaker,

Allow me to educate you on Luthorian laws. People already have a right to assemble in public, and the police may only disperse that group if they are a risk to public safety. This will not change under the current law regardless of what black ink you may have written down here. Advocating, speech, and petitioning are also still protected by Luthorian law. The only sensible thing you have proposed is "rioting", and even that is already illegal as police have full authority to disperse groups that pose a potential risk to the safety of the public.

You will allow a political party to do what they want because you have no power or authority to do anything but to sit there and watch it happen. This new law is frivolous and unenforceable under the current conditions.

Criticism of the monarchy should be held in the open, and that criticism can be defeated with sound arguments not censorship.
