Mr. Speaker,

This is a simpler way to keep track of countries with which Luthori has diplomatic relations with. In summary, an embassy is established in each capital, a consulate is established in a city in a different province, ambassadors and diplomatic agents are given complete criminal immunity and some civil immunity with few exceptions, documents for official use are protected, properties are not taxed, and there are provisions in which the hosting state must provide safe passage for diplomatic staff in the case of an armed conflict.

We stand firmly against this bill, if this treaty ratification passes then this will place many diplomats above all nations laws which ratify the bill, thus they will be literally above the law! It's one thing keeping a check on other nations and opening foreign embassies, but it's another placing people so highly above the nations in questions laws.

The gentleman from New Choice clearly has not read the treaty properly. Under Article 3, it says, and I quote, "The receiving State may at any time and without having to explain its decision, notify the sending State that the head of the mission or any member of the diplomatic staff of the mission is persona non grata or that any other member of the staff of the mission is not acceptable. In any such case, the sending State shall, as appropriate, either recall the person concerned or terminate his functions with the mission. A person may be declared non grata or not acceptable before arriving in the territory of the receiving State." In addition, the following paragraph says, "If the sending State refuses or fails within a reasonable period to carry out its obligations under paragraph 1 of this article, the receiving State may refuse to recognize the person concerned as a member of the mission." This means that either nation may expel a member of a diplomatic mission if that member has committed any crime.

But let me speak further, because I question if the gentleman understands the meaning of diplomatic immunity. Diplomatic immunity is essential for all diplomats, including our own, to maintain a line of communication not just between governments, but between our government and any of our nationals in a foreign country. Diplomatic immunity protects our diplomatic staff from any ludicrous or ridiculous laws in any other country. We cannot assume that other countries will be as reasonable as we are.
