Description[?]:

IN THE face of war, the Republic of Hobrazia should help alleviate those affected by the conflict. Therefore, we propose to enact the following measures.

- All flights between the Republic and Luthori will be halted.
- All advances into Hobrazian territory by armed forces will be seen as a hostile act.
- No travel is permitted between Hobrazia and Luthori, except for aid workers and physicians who must obtain a permit from the Minister of Foreign Affairs.
- Refugess from Luthori are permitted to establish camps within Hobrazian borders. However, they may not return to Luthori until the conflict is over (so that we are not harboring combatants). No refugee may carry arms into the Republic.
- The Hobrazia military will be called to the border to ensure its integrity as well as to facilitate the influx of refugees.

MessageI agree with most of your proposals. The proposal to establish a refugee camp may pose some
logistical problems. One, the amount of refugees cannot be determined which will make it difficult
for any planning. As food, water, shelter, etc..would be required, the amount of human resources as
well as the amount of money that is needed for such a operation may be more than we can deal with.
Second, who would be responsible for the safety and the enforcement of order in the camps. Would this
be a strictly military matter, or a joint operation with units of the police forces.?

The forced internment of refugees by our nations military and police on civilians of a sovereign
nation may pose some problems. How do we disarm the fighting units if they pass through our border.
A rules of engagement edict for our military would clear up some problems regarding their questions
about their exact mission.

MessageAs for the logistics, I was hoping for input from you guys. Shelter could be provided in gymnasiums, indoor coliseums, or FEMA-style trailors. And I would hope that our nation is advanced enough to have plenty of potable water. In regards to food, one would hope that charitable organizations would take the lion's share of the burden. Otherwise, it would not be that costly to set up rudimentary soup kitchens.

What I meant was how do we prevent a unit from crossing if they refuse to turn over their weapon, do we shoot him and perhaps bring an unwanted skirmish on our hands?

And most likely those who have weapons will find way's around our checkpoints to avoid turning in their weapon. Which opens the possibility that our own country could be used as a sort of "safe zone" that they can take cover when they need to. It will be very difficult to police our entire border as woods and mountains which are near the border make for difficult terrain to defend.
That would take up to an estimated 200,000-300,000 troops, police and other government security agents just to keep lid on our border. As the Selucians have offered to assist us, I think we should ask them for either monetary or military help in guarding our border.

Also the question remains of what our other neighbors are going to do and what their own plans are to prevent any intrusion into their country, which also effects us. If they are lax on their borders, then we will have a difficult task of sealing our borders off at an effective level. We will be overwhelmed.

MessageI don't believe it say's "all weapon carrying disfunctional former national government soldiers" are allowed.
But if it did wouldn't they would be stopped anyway because we don't allow weapons for "citizens" which they are now. Why would any foreign soldier still be considered a soldier once they get over here?

"As the Selucians have offered to assist us, I think we should ask them for either monetary or military help in guarding our border." Maybe some money, but I am opposed to the presence of foreign troops on our soil at this time. We're big boys. While I like having close ties to Selucia, I am concerned that we are growing increasingly reliant on their military.

"It will be very difficult to police our entire border as woods and mountains which are near the border make for difficult terrain to defend." Simple aerial surveillance would alert us to border infractions. While we appreciate your concerns, it is not as great of a problem as you present.
