Mr. Speaker,

I have asked of our special forces team leaders to draw up extensive training plans which will take place in Kregon province. To be exact the great mountain areas will be in use by our special forces team leader to train up upto groups of 1000 men and women in strategic defense of towns and cities. These groups of people will be taught the latest tactics to hold a city or town should our homeland come under attack.

This program will begin immediately if and when this is authorised by parliament.
I must add this program will run continous and only end if Lodamun is in a direct military conflict where deployment of troops/special forces groups are nessesary.

In general, the CoS would support further training for our troops.

However, we must question whether only undertaking this training in the Shadowlands are a good idea.

Residents of the Shadowlands are generally suspicious of central government, and may see this as a move for the Government to reassert control over the region. This is especially true of the mountain areas where many Shadow Cultists live removed from Lodamunese society.

To prevent this, I would suggest having a training camp in each province of Lodamun, as to not single out the Shadowlands. This would also be prudent for military purposes in case our enemies manage to sneak ships onto the shores of Golavia, Rapula, Andalay and Norstavan. While we would like to believe that our navy will prevent this from ever happening, it could be prudent to have another line of defence on the land.

I would also suggest that for the Shadowlands in particular, co-ordinating any training camp's through the PLUP Governor, who has garnered much respect over his tenure. He has the respect of virtually all Shadowland's residents and could prove a useful ally in selling this idea to the citizens.

I've also been instructed by the Shadow Monarchy to give this message to the new government.

The Shadow Monarchy is concerned that the Shadowland's border is under threat, and would wish to work with the government to ensure any training program is a success.

To that end, the Queen of Shade's is willing to act as a go-between between the government, and some of the....more friendly... Shadow Cultists. By opening up a dialogue the Queen hopes that any incident between Cultists and Defence Personnel can be avoided. Furthermore, the Shadow Camp's could act as a great operating bases for any training program.

The Queen is also hoping that in the long-term, this could begin to create a new era of good relations between not only Cultists and the Government, but also Shadowists and Nationalists.

The Shadow Monarchy hopes you consider this offer.

The proposed training will benefit the safety and security of our nation and thus that of Shadowlands. I can only hope that all citizens realize this.

MessageAs governor I am worried about why should the Shadowlands be the only area that this training takes part in. What about all the troops that aren't in the Shadowlands, or will every solider be sent to the Shadowlands.

While I understand the strategic value of being able to defend a city, absolutely vital, lodamun is not exactly covered in mountainous area from one side to the other. We must teach lodamuns soldiers how to defend a town, or city, based on the town or city that they are stationed at, not on just mountainous area.

So I agree with the CoS on this, the Shadowlands, or Kregon, should not be singled out. This should be a lodamun wide event. Because the enemy will not stop at the Shadowlands.

I understand Mr. Lodamuns concerns, but we're not talking about all of our soldiers here. This matter handles a very select group of soldiers. Obviously, the rest of the soldiers will continue their training allthrough our nation.

Consultation needs to be undertaken before the proposal is passed, not after.

The proposal may need to be modified as suggested by the CoS/PLUP parties.

As it stands we have no choice but to oppose.
