Under current law, the national intelligence agency can do whatever it wants in foreign countries. This includes murder, kidnapping, terrorism, and other things. This proposal will limit the power of the agency to counterintelligence and surveillance of other countries.

Messagewe need to have the ability to be able to defend ourselves if we our threatened. Obviously the UCA would condemn cold blooded murder or terrorism carried out by our security forces but we are confident that that will not happen
