Preamble:
The Great People of the Trigunian Empire hereby form its constitution to show the legitimacy of the Trigunian Empire.

Article 1: Powers of the Tsar.
Section 1: The Tsar shall be a heredity title. Therefore not put for vote. It is only obtainable by the closest family members of the current holder of the title.
Section 2: The Tsar shall be known as the Supreme Commander-in-Chief of the Armed Forces and he shall command his army in a way for the protection of the nation and its people.
Section 3: The Tsar shall be granted the powers and abilities to pardon individuals from criminal charges without the consultation of the Supreme Court.
Section 4: Several Executive Powers are to be bestowed upon the Tsar for his reign to be just and legitimate.

Article 2: Federal Courts System
Section 1: There shall be regional courts which deal with regional matters and national courts which deal with national matters.
Section 2: The Highest Court in the land shall be the Supreme Court of the Trigunian Empire, this court shall deal with criminal,military,appeals and administrative review and shall be chaired by the Prosecutor-General of the Trigunian Empire.
Section 3: The Prosecutor-General shall supervision of the observance of laws in the execution of judicial decisions in criminal cases, and also in the application of other measures of coercion related to the restraint of personal liberty of citizens.
Section 4: The Regional Courts shall include courts of the various Trigunian Oblasts and the various Trigunian cities. Ruling these courts shall be a a judge and a jury .
Section 5: The Magistrates court shall handle criminal cases where imprisonment is for less than three years, these courts shall be ruled by a magistrate or justice of the peace.

Article 3: Committee for the Constitution.
Section 1: The Committee for the Constitution shall be a High Court within the Judiciary System of the Trigunian Empire which is empowered to rule on whether certain laws or federal decrees are in fact contrary to the Constitution.
Section 2: Presiding over the Committee shall be a Chairperson who shall be appointed by the Tsar on a 12 year basis.
Section 3: Co-Presiding over the Committee shall be an Imperial Envoy to the Committee for the Constitution.

Article 4: Minister-President
Section 1: The Minister-President will be the head of government, possess limited executive power and be nominated and approved by the State Duma.
Section 2: The Minister-President shall preside over the Federal Assembly as an overseer of the FA's actions and for the actions of his/her party deputies in the Duma.

Article 5: The Federal Assembly
Section 1: The Federal Assembly shall consist of the following:-
-Ministry of Foreign Affairs
-Ministry of Internal Affairs
-Ministry of Finance
-Ministry of Defense
-Ministry of Justice
-Ministry of Infrastructure and Transportation
-Ministry of Health and Social Services
-Ministry of Education and Culture
-Ministry of Science and Technology
-Ministry of Agriculture and Food
-Ministry of Environment and Tourism
-Ministry of Trade and Industry
Section 2: The Federal Assembly shall be responsible for the daily administration and upkeep of the nation.

Article 6: Legislative Power
Section 1: The State Duma is hereby declared the main legislative body in which all legislative powers under this Constitution shall be vested.
Section 2: The State Duma shall consist of 500 members called Deputies elected every 4 years using a first-past-the-post system.
Section 3: The Presiding officer of the State Duma shall be known as the Speaker of the State Duma who shall be elected by the members of the Duma. He/She shall have power of the Federal Assembly and shall regulate and enforce the rules of the Duma and the Constitution in the State Duma.
Section 4: All Decrees of the State Duma are adopted by a majority of the total number of deputies of the State Duma, unless another procedure is envisaged by the Constitution.
Section 5: All Decrees of the State Duma are either accepted or rejected by the Imperial Committee.

Article 7: Amendment.
Section 1: All amendments must be proposed in the State Duma with a majority vote and reviewed by the Committee for the Constitution.

Article 8: Legality and Legitimacy
This Constitution will only come into effect when majority of the current State Duma votes for it..
