| High Lighting the Threats to Trigunia’s National Security. Under the premises of the protecting the people of the Trigunian Empire, we the Government of the Trigunian Empire forge this document where Trigunia’s issues may be resolved and high-lighted. In this modern age politics is becoming more and more complicated as the times go by, and Trigunia must adapt to this. With a change of mind set in politics, comes a change in mind set in terrorism, the economy, religion and several other societal aspects, below we high-light the problems with Trigunia now faces. 1. Government Corruption It is easy to see how deep corruption for its roots in Trigunia. From Deputies and High Ranking Government officials accepting bribes from companies and executives, to officials of the Security Services executing unprecedented executions under the command of corrupt officials. For the past years no Trigunian Minister-President has successfully plucked the elements of corruption from Trigunian society. For these Minister-President lacked the ability to combat aggression with aggression, and that is what is needed to combat corruption in the Government. 2. Gang Activity and Gang Violence. Gang Violence has infiltrated every available nation across Terra, and has left severe scars of several of these nations, and Trigunia is one of them. Gangs with the ability to execute any given officials in plain sight and still evade the brunt of the law are some examples of the level of how much control some of these gangs wield. It is believed that in each oblast of the Trigunian Empire, there are at least 30 gangs fighting for control of certain areas, cities or even the entire oblast. With the Security Agencies slowing down their efforts to combat these forces, their moves are only making these gangs become larger and are allowing these gangs to gain more power and influence in Trigunia. 3. Terrorism. Terrorists have the goal of disrupting a society by the use of bombs or other weapons. More specifically, the target of these weapons is a civilian population. The cause of the terrorist is now given wide publicity and if not apprehended, it shows the power and strength of the terrorists and their cause. Terrorism seeks to damage public confidence in the society's law enforcement and intelligence base. Ordinary people are killed & maimed resulting in small or large scale panic. It is clearly a law enforcement concern. That is why we must paid crucial and careful attention to the prevention of terrorism, because in terms of terrorism, prevention is better than cure. 4. Economic Collapse and Corporation Greed. Our economic stability is in danger mainly because of its low level of competitiveness and its resource-dependent economy. Among other threats is "a lag in the development of advanced technologies, the vulnerability of the financial system, the imbalance of the budgetary system, the economy going offshore, the exhaustion of the raw materials base, the strength of the shadow economy, conditions leading to corruption and criminal activities, and uneven development of regions." The fact that our nation is dependent on the external economic environment doesn't help matters, the document reads. Economic restrictions, global and regional crises, as well as the misuse use of the law, among other things, will have a negative impact on the economy, and in the future could lead to a deficit of mineral, water, and biological resources. 5. Vanukean Expansionism on Boarders. Vanuku and her vassals’ advance towards Trigunia's borders is a threat to our national security. Processes of militarization and arms build ups are unfolding in regions neighbouring Trigunia, it says, adding that "the principles of equal and indivisible security" are not being respected in the Majatran region. Nonetheless, we are still interested in a fair dialogue and good relations with Vanuku and her vassals. Under the partnership, it's important to enhance mechanisms, provided by international treaties on arms control, confidence-building measures, issues related to non-proliferation of weapons of mass destruction, the expansion of cooperation in the fight against terrorism, the settlement of regional conflicts. How Does Trigunia expect to resolve these issues? 1. Combatting Corruption. I. Introduce state-funding as part of election reforms II. Introduce a reasonable and transparent tax structure, backed by clean and clear enforcement III. Genuine autonomy for the public/government sector IV. Minimize discretionary powers of ministers and bureaucrats V. Introduce sweeping police reforms and stronger judicial accountability VI. Blacklist corrupt businessmen 2. Combatting Gang Activity. I. Sharing intelligence about gangs (between criminal justice actors such as law enforcement and corrections). II. Targeting and apprehending serious and chronic gang crime offenders. III. Using gang injunctions or civil ordinances to prevent association among known gang members. IV. Prosecuting gang offenders using vertical prosecution, enhanced sentencing. 3. Curbing Terrorism. I. Poverty Alleviation II. Reduce Unemployment III. End Injustice 4. Escaping Economic Collapse. I. Credit easing will be employed in addition to quantitative easing, should reverse its “mistaken decision to hike interest rates.” II. Undercapitalized Trigunian banks and banking systems will be strengthened with nation-wide public financing. III. Unsustainable debt must be restructured, reduced, or converted into equity—not just on a government level but down to households as well. IV. Bring back competitiveness in the Trigunian Empire 5. Countering Vanukean Expansionism. Countering Vanukean Expansionism shall be felt out for the sake of classification of certain documents and strategies. Under the provisions of this document, we hereby put this into force, for the greater good of the Trigunian people and our nation. |

| Message | We have several problems with this, 1) The Armed Forces of Trigunia does not represent the wishes and desires of the Tsar and Grand Prince of Trigunia, it should be re-named the Imperial Armed Forces of Trigunia; 2) You mention a focus on "Vanukuean Expansionism", while many Imperial officers have only seen recently the rise in Vanuku, we have always regarded Dorvik, Indrala and others as far more expansionist and our efforts should be focused on them. 3) Escaping economic collapse should come through the form of government ownership leading the way in certain areas and allowing the state to benefit; 4) Combating terrorism is fanastic, how do you intend to that when we have external threats? 5) What is the status of our armed forces? What are they doing? What is the command structure? What is the hierarchy? We here in the White Movement often ask ourselves that. I yield. |

| Message | 1). We believe that the armed forces should remain as the Armed Forces of the Trigunian Empire. 2). If this wasn't known to you, but there are Vanukean Troops in New Endralon, that is our nearest neighbor, Vanukean expansionism has grown far beyond what you could imagine. Whilst we also focus on Dorvik and Indrala, Vanuku seems to be the stronger force in terms of Expansionism. 3). Now whilst I understand where you are coming from, we have done this in the past, currently we are somewhat focusing on a economist nationalist sense in terms of the economy. 4). I intend on cooperating with what ever allies we ave left, willing to cooperate and really sit down and speak with us. 5).
