Mr. Speaker,

After sustaining an attack on my life and watching my political comrades die before my eyes, I propose that a Committee on Public Safety be formed to prevent further terroristic acts. The Committee should be chaired by a representative from the Head of State, with each party sending one member to the committee. I propose that the committee be given power to control the military and police until Red Army Partisans lay down their arms. I have also proposed further restrictions to prevent future acts of Terrorism.

These reforms are far too oppressive, the police being able to arrest anyone for any reason could lead to a gross abuse of power! And to top it off allowing executions to be broadcast on television are an invasion of privacy and ensure no extra safety to our nation whatsoever.

We believe that article 3 should be used only for the communist partisans and should be overturned after they lay down their arms and are punished. Once that has occurred article 3 should be repealed.
