1. The President's Commission on Intelligence and National Security (formed under Presidential Executive Decree 95214, April 3747, by Presidential authority declassified as of today) shall be merged with the Internal Bureau of Investigation
2. The IBI shall report to the President and the Cabinet in place of the Congress
3. This decree is to be public knowledge
4. This decree is authorised under the executive functions clause of the 3671 Zardic Constitution, Section II article I:

"Section 1. Certain executive powers shall be vested in the President of the Federation of Zardugal."

5. This decree is not to be voted on by the Congress but is passed into law regardless.
