There is no evidence that any crime or terrorism has ever been prevented by a lack of care and oversight. The real crime here would be the government breaking and entering, quartering, and taking from people who are not suspected of being a criminal. If there is a scream from a building, the police can search it, as this law allows for reasonable grounds. If there is a suspect that is believed to be hiding in a building, the police can call a judge and get a warrant on the spot.
