| Upon the Request of the President of the Republic with regards to bilatteral negotiations with the Federal Republic of Hutori, the Assembly has been asked to ratify the following Resolution: In exchange for the title transfer of one (1) Kenai-Class Light Aircraft Carrier from Hutori to Kalistan, along with a full compliment of military advisers which will train Kalistan in the operation and maintenance of the vessel, who will be billeted in Kalistan, at Hutori expense, for no more than two years, Kalistan shall: * formally exchange embassies with Hutori * Offer preferential sale of KALNAPECO Oil at 3 points under wholesale price for a period of 20 years, and with 1 option to renew at whole sale price to be determined at the time of the exercise of the Option, * Offer Hutori Advisers a barracks at our Naval Yard in Kaliburg, which may be used exclusively by agents of the Hutori Navy. After the 2 years of billeting expires, Hutori may option the continued use of the barracks and access to Kalistani naval facilities on Ananto Island for the purpose of refuel/resupply, with the understanding that offensive naval units may never be temporarily stationed in Kalistan sin future agreement. * Maintenance of full reciprocity with regard to trade, and dedication to full free trade with Hutori in all commodities deemed legal in Hutori Upon passage of this Resolution, and a similarly worded one in Hutori, the Transfer of the warship shall commence, and the barracks and all preference listed above shall be made immediately available to the Federal Republic of Hutori. All stipulation still in effect in the KALNAPECO Chrater will apply, including a prohibition on direct sales. See http://classic.particracy.net/viewbill.php?billid=448644 for all national laws with regard to KALNAPECO. All provisions will be considered enacted immediately. Any internationally recognized acts of war toward Kalistan by Hutori will abrogate Kalistani obligations listed in this Agreement. Failure to utilize the preferences listed above upon passage and enactment does not obligate Kalistan to longer periods of observance. |
