Bill: Budget proposal of November 3982

Details

Submitted by[?]: Social Democratic

Status[?]: passed

Votes: This bill proposes to change the allocation of funds in the budget. It requires more than half of the legislature to vote yes. This bill will pass as soon as the required yes votes are in, or will be defeated if unsufficient votes are reached on the deadline.

Voting deadline: July 3983

Description[?]:

The Social Democratic propose to adjust the government's spending budget to better address the economic and social situation of the Federal Union of Gaduridos. This bill goes hand in hand with our Income Tax proposal (http://classic.particracy.net/viewbill.php?billid=462184).

The bill would increase spending to 22.4% of GDP, up from 20%, and would redistribute budget between the departments. Some of this budget falls into the OPEX category, however there is significant CAPEX expenditure across the departments. (OOC: The below is RP. I ran with it!)

Head of Government: Budget has increased to accommodate travel, as well as official duties expenses.

Foreign Affairs: Given the situation in Deltaria, budget here has increased. The department will now take sole responsibility for Foreign Aid and Refugee Assistance (previously shared with the Internal Department).

Internal Affairs: Budget increased to address critical weaknesses in policing, border protection, fire services and immigration control.

Defence: Significant increase in budget. A seperate military bill outlining military expenditure will be put before the Senate soon.

Justice: Budget increase to accommodate incoming Justice reforms.

Infrastructure and Transport: Decrease in budget following the completion of the Trans-Vintalli High-Speed Rail Project.

Health and Social Services: Increase to cover party promises of investment in the Health Service.

Education and Culture: Budget re-appropriated from Infrastructure and Transport to support School investment program.

Science and Technology: Investment in R&D, especially in military and consumer applications.

Food and Agriculture: Food Security Project and the maturation of Farming Subsidy bonds has necessitated an increase in budget.

Environment and Tourism: The completion of the 'Visit Gaduridos' project, and the closure of our Tourism bureaus in Majatra as a result of the security situation in Deltaria, has allowed a decrease in budget.

Trade and Industry: No change. A planned decrease was halted to support business costs as a result of the Deltarian ban on Gaduri industries operating in that territory.
