That's precisely what it means, especially as said party was particularly large and a crucial part of the government coalition. The next scheduled election is in July 3986, that's too long to wait and have a minority government, plus such a large number of people voted for the Socialist Council Party, it's unfair that their representation is now absent and will be for such a long time under your proposal.
