The government's education should be kept in check by the people. To ensure that citizens remain in control of the government, each citizen should have the right to educate their children at home or in private school. However, if citizen chooses to not enroll their children into the public school program, he/she must provide a letter of explanation to the local school board. The letter of explanation will not serve as an application; but as a tool for the education board to better understand concerns with the current system.
