SECTION 1. PURPOSE. In order to facilitate the expansion of the empire and the involvement of the Chann Government abroad, this Act is hereby proposed in order to establish procedures and guidance on the spending of the Foreign Affairs Budget, whatever it may be.

SECTION 2. DEFINTIONS. The following terms are defined as follows:
_________(a) "BUDGET" shall refer to the budget of the Ministry of Foreign Affairs.
_________(b) "MINISTRY" shall refer to the Ministry of Foreign Affairs.
_________(c) "MINISTER" shall refer to the Minister of Foreign Affairs.
_________(d) "FOREIGN ENTITIES" shall refer to nations, entities, organizations, cartels, associations, and blocs that are not the Chann Government.
_________(e) "FUNDS" shall refer to only those funds which the Ministry shall have control over under this act.

SECTION 3. AUTHORITY. The authority to expend the Budget shall be vested in the Ministry of Foreign Affairs subject to the provision herein provided. The Ministry shall exercise due diligence in performing its duties according to and under this Act.

SECTION 4. RECORDING. The Ministry shall create a registry of expenditures which shall be included in the Code of Ministerial Regulations (C.M.R.) and shall update the registry with any changes that may occur.

SECTION 5. FOREIGN AID FUNDS. The Ministry shall further the goals of the Head of State with regard to Foreign Entities through the execution of Foreign Aid Funding Agreements (FAFAs) subject to the necessary terms and conditions approved by the Head of State to those Foreign Entities which shall expend those funds according to the provided terms and conditions.

_________(a) TEMPORAL LIMITATION. The Ministry shall not execute FAFAs the time frame of which shall exceed five (5) years. However, upon the impending expiration of a FAFA, the Ministry shall, with the consent and approval of the Head of State, renew the FAFA for no longer than five (5) years.

SECTION 6. FOREIGN EMERGENCY LOAN FUNDS. The Ministry shall, with the consent and approval of the Head of State, issue Foreign Emergency Loans (FELs) to foreign entities which have submitted an application detailing an emergency and substantial need for loan funds, whether for economic or military duress. The Ministry shall set a reasonable interest rate and a reasonable repayment period for the loan.

SECTION 7. MILITARY PURCHASES LOAN FUNDS. The Ministry shall, with the consent and approval of the Head of State, issue Military Purchases Loan (MPLs) to foreign entities which have submitted an application to the Ministry for purchase of military hardware, vehicles, equipment, firearms, ammunition, aircraft, sea vessels, etc., from Chann Defense Industries.

SECTION 8. RESERVATIONS. The Ministry reserves the right to revoke, with the consent and approval of the Head of State, to revoke any and all funds flowing to foreign entities.
