Summary:
Our economic activity is so low, that we cannot actively afford our standing military and makes us even more woeful of an attack from the outside if the military is demoralised and unwilling to fight.

1. All government owned standing military and service officers are to removed from active duty and retired from military combat and work force.

2. The Voronan government will permit the existence of paramilitary organisations to mandate the defense of the Voronan nation.
2.1 Paramilitaries are forbidden from intervening on a domestic issue and can only work to defend the Voronan nation.
