Description[?]:

The time of our government is elected for is too short. Swings in power result in little time for a Cabinet member to learn their job and effect changes in their department before they are replaced. Our Asssemby members spend nearly 50% of their time running for reelection and little time is permitted for debate when issues are pushed forward for the election, thus many issues are left to their staff to study. Each Assembly should be given time to debate, vote and implement changes before they are evaluated by the people.
