The four levels of government within the Empire:
A) Imperial Governmental Level (OOC: Being Reformed)
Rules over the entire empire. This includes the homeland and any colonies. Decisions made at this level affect all aspects of the empire. However, it does not rule over lands that are held in Union (OOC: previously Alduria and Mordusia). It does rule over vassal states (OOC: previously Yishelem).

B) National Governmental Level (OOC: Already in existence)
Next level under the Imperial. Rules over the respective territories comprising the empire (OOC: the lands within the homeland, the lands within a particular colonies territories, & etc.). Is a separate government that rules according to the territories laws and customs.

C) Duchy and Provincial Government Level (OOC: Already in existence)
One step below the National Government. Various differences depending on territory.

D) Local (County and Municipality) Governmental Level (OOC: Already in existence)
One step below the Duchy/Provincial Governments. Various differences depending on territory.

Article I: Imperial Government
A) The Imperial Government shall be comprised of three branches, the Executive, the Legislative, and the Judiciary branches.

B) The Imperial Government shall be the highest form of government within the Holy Luthori Empire, and shall have jurisdiction over all matters that fall within the territory controlled by the Empire.

- These territories shall include, but not be exclusive to:
1) The lands comprising of the Holy Luthori Empire's Homeland.
2) Any colonial possessions or vassal states which are administrated or connected to the Holy Luthori Empire.
3) Any lands held in personal union or political union with the Holy Luthori Empire.
4) Any lands where, by treaty, the Holy Luthori Empire is deemed to have special administrative rights or jurisdiction.

C) The Imperial Government's de jure capital shall be that of the Holy Luthori Empire, but shall de facto exist wherever the Sovereign resides.

Article II: The Executive
A) The Emperor
The monarch and sovereign of the empire. Serves as de jure Head of State, Head of Government , and Head of Military for the entire empire. Can, in theory, veto any act passed by the Diet or any of the other legislatures within the empire (OOC: vassal states). Can issue Imperial Decrees and Edicts within the empire that are interpreted as laws at any of the levels. Can carry out military actions without a declaration of war being passed, but cannot use the full force of the empire (i.e. nukes) without a declaration of war from Diet.

B) Privy Council of the Holy Luthori Empire: (OOC: Slightly outdated, but still useful: http://particracy.wikia.com/wiki/The_Privy_Council_of_the_Holy_Luthori_Empire)
His/Her Imperial & Most Excellent Majesty's Privy Council is the chief Imperial authority, surpassing that of the Homeland's cabinet, of the Imperial Government of the Holy Luthori Empire, making it, in effect, the Empire's executive branch. The Privy Council Shall be comprised of, at a minimum, ten Great Officers of the Crown, but shall also include any Imperial Viceroys currently serving within the Empire, and any additional Privy Councillors the Sovereign may wish to appoint. These Great Officers of the Crown shall, where appropriate, head their own government ministries/agencies separate and not under the control of the national cabinet, but funded through the same budgets.

- The following is the current list of the Great Offices of the Crown:
1) Prime Minister, Lord President of the Council (OOC: De-facto Head of Government for the entire empire.)
The titles of Prime Minister and President of the Council are merged. The position of Imperial Prime Minister, President of the Council is the official representative of the Emperor and is entitled to exercise executive power. In addition, he is the leader of the Privy Council and thus has the last say on what official advice the Privy Council gives the Emperor, which will in turn greatly influence the governing of the Empire. Furthermore, as the Leader of the Privy Council, the Imperial Prime Minister may issue Orders of Council which are rules, regulations or instructions that must be followed by the Imperial Government, on his own and without the input of the other Privy Councillors or Sovereign.

In cooperation with the whole of the Privy Council and the Sovereign, the Imperial Prime Minister may also issue orders in Council. Naturally, if an Imperial prime Minister issues Orders of Council which go against the will of the sovereign, it is highly likely that he will be replaced. The Prime Minister serves at His Majesty's pleasure.

2) Imperial Seal Bearer, Lord Privy Seal (Current title in 4000 is Imperial Chancellor)
The Imperial Seal-Bearer is the official head of government and head of the national government's cabinet, while also holding the distinction of Lord Privy Seal. He runs the duel National-Imperial administration and thus exercises administrative power. He is the highest ranking bureaucrat in the Empire and thus must be someone with excellent administrative skills. The Imperial Seal-Bearer is the only member of the Privy Council who does not serve at His majesty's pleasure since he is elected by the Diet.

3) Secretary of State for Foreign Affairs, Lord High Steward
The Lord High Steward is a largely honorary position that carries much prestige. Nevertheless, he is also the head of the Emperor's household and thus has influence over the happenings at the Imperial Palace. He also has duties relevant to the protection of the Emperor. He is also the presiding officer at the trial of any crown noble and is entitled to carry out foreign policy on par with the Imperial Foreign Minister who serves in the national cabinet. The Lord High Steward serves at His Majesty's pleasure.

4) Chancellor of the Exchequer, Lord High Treasurer
The Chancellor of the Exchequer is one of the most powerful and important officers of the realm. He is jointly in charge of taxation and general government spending but has sole prerogative over the attribution of government spending within the different agencies, ministries and offices of the Imperial government, much like the Imperial Minister of Finance does for the National government.

5) Chief of the Imperial General Staff, Lord High Constable
The Lord High Constable is the official who applies the Emperor's supreme command of the Armed Forces in practice and is thus the de jure commander of the military. Being subordinate to none but the Emperor, the Lord High Constable is an extremely powerful figure and may order the deployment of military forces. He has absolute command over the military and is responsible for coming up with military means to achieve the political goals that were given to him by the civilian government. The Lord High Constable is also, unless stated otherwise, the Knight of Prime, the best knight of the realm and thus is the most skilled soldier in Luthori. The Lord high Constable serves at His Majesty's pleasure.

6) Chief of the Admiralty, First Sea Lord
The Chief of the Admiralty is the commander of Luthori's large war fleet. He has equal status with the heads of the army, air force and strategic operations division, but is a member of the Privy Council due to the historical prestige associated with the navy, as well as the fact that Luthori was and still remains to a large extent, a primarily naval power. He is subordinate to the Chief of the Imperial General Staff and serves at His Majesty's pleasure.

7) Secretary of State for Security, Lord Master-at-Arms
The Lord Master-at-Arms is the leader and head of the Imperial Office of Domestic Security and is thus responsible for the internal security of the Empire. Along with the Lord Spymaster, he makes up the Directorate of National Security and has the power to name anyone an Enemy of the Crown and thus strip him or her of their rights. He may also delegate that power to his subordinates. The Lord Master-at-Arms serves at His Majesty's pleasure.

8) Secretary of State for Intelligence, Lord Spymaster
The Lord Spymaster is the leader and head of the Imperial Office of Foreign Intelligence and is thus responsible for espionage, surveillance, counter-terrorism and foreign security. Along with the Lord Master-at-Arms, he makes up the Directorate of National Security and has the power to name anyone an Enemy of the Crown and thus strip him or her of their rights. He may also delegate that power to his subordinates. The Lord Spymaster serves at His Majesty's pleasure.

9) Imperial Witch-Hunter General
The Imperial Witch-Hunter General is the head and leader of the Imperial Order of the Witch Hunters, also known as the Inquisition. He is responsible for purging out treason and heresy in the Empire. He may be either a layman or a clergyman. The Witch-Hunter General serves at His Majesty's pleasure.

10) Secretary of State for the (Former) Colonies
The Secretary of State for the Colonies is the head of the Department of the Colonies in the Imperial administration. The Secretary is responsible for the organization, administration and enforcement of the colonial policy which is dictated by the Sovereign and the Diet. Though the Secretary of State for Colonies may act independently of the Diet, it is common practice that the Secretary corresponds with the Diet before making any radical changes to the governance of the colonies. The Secretary of State for the Colonies serves at His Majesty's pleasure.

11) Viceroys
If Sovereign is represented in any parts of the Empire by an elected or appointed Viceroy, then they too shall be granted a seat on the Privy Council. While they will hold no executive power outside that of the national government for which they represent, these individuals still possess an extremely influential position, representing the Sovereign as their eyes, ears, and mouth piece within their respected domains.

12) Privy Councillor
A Privy Councillor, although holding no executive power per se, is still an extremely influential individual, because he has the ear of the Emperor, who may command any other Privy Councillor. it is to note that all of the Great Officers of the Crown are Privy Councillors as well, but the distinction on its own signifies that the bearer holds no additional position within the Council. Privy Councillors' agreements are nevertheless necessary for the issue of orders in Council.

Article III: The Legislative:
A) Holy Imperial Diet
The legislature of the Imperial Government shall be the Holy Imperial Diet. The Prime Minister or the Imperial Seal Bearer (OOC: currently the Imperial Chancellor) may introduce legislation to the Holy Imperial Diet, on behalf of the Privy Council, that pertains to the governing of the entire empire. Additionally, any party may submit to the Privy Council a proposal, upon which may later be submitted by either the Prime Minister or the Imperial Seal Bearer to the Diet for consideration. All legislation pertaining to the empire will state it in its title and first line of the bill, before then specifying whether it will require a majority or two-thirds vote for approval and revocation. All legislation pertaining to the empire as a whole shall be assumed, as it has first been vetted by the Privy Council, to have the Emperor's consent. These laws shall be maintained in the Imperial Archives and form the basis of the Holy Luthori Empire's "Unwritten" Imperial Constitution.

Article IV: The Judiciary
A) The Juridical system of the Imperial Government shall consist of the same judiciary court system that exist within the Holy Luthori Empire's Homeland, but shall leave organization of the court system to the homeland's national level government.

B) Lands under the jurisdiction of the Empire that fall outside the control of the Homeland's national government shall follow the same judicial system but with one more type of court before the Central Court known as the High Court. The High Court acts as the local Supreme Court, however, cases can be brought to the Imperial Supreme court if it will accept the case.
-This does not apply for countries held in Personal Union, or in any lands where, by treaty, the Holy Luthori Empire is deemed to have special administrative rights or jurisdiction and it is not specifically specified that this is possible.

C) The Imperial Supreme Court shall be the highest authority in the Empire when it comes to the law.
-The Imperial Supreme Court shall be headed by the Minister of Justice, who leads a panel of 8 others judges (meaning a total of 9) in the court. The Minister of Justice is declared by the national cabinet of the Empire, with the other Judges being appointed by the parties of the Diet proportionally to the number of seats they have.

MessageMr. Speaker,

I would like the ICU to acknowledge that they needed the support of the Nationals for this full restoration to be completed. Yet I stand here uneasy because the ICU have not always been faithful to the cause of defeating communism. Knowing this fact makes it hard for my party to support when we can easily throw a wrench in the restoration plans by abstaining on this vote.

So, all I can say is the ICU and the Imperial Alliance owe us and we expect to be paid back a great deal. You can start by supporting the Anti-Communist Pact.
